Both hard and soft tube can be cut using standard cutting methods such as a tubing cutter or hack saw.
Soft tube has been annealed and can be bent by hand. If you heat the tube and allow it to cool after bending it will harden.
Hard tube cannot be bent by hand.
Hard tubing will have more structural support than a soft tube.
