No the 3-1/4" set of holes are slip. You can run screws with heads from behind and put nuts on the to adjust them.
is the 3 1/4" centerline holes tapped for 8-32? 4in. Round Universal Cross Bar with Ground Screw
looking for a plate with a 3 1/4" distance between screw holes
