That is for grounding
On the outside of the bottom half of the shell, there is a small sideways set-screw. What is that for? 1-Way Square Key Smooth Shell Cast Lamp Socket - Unfinished Brass
I am NOT referring to the set-screw on the stem at the lowest part of the shell where the threaded pipe enters, I'm instead referring to a smaller sideways set-screw.
