The goal is for the top of the shade to sit about 1-2 inches above the lamp's socket.
For a lamp with a 12" tall base, a harp that is 7 to 9 inches in height is generally recommended.
Remember, the size of the harp depends on the height of the lampshade you plan to use as well, so if your shade is taller or shorter, you might adjust accordingly.
